$11,400 savings opportunity expires <br>at the end of 2013

For the past two years, Legacy Health has offered private practice physicians a complete electronic medical record solution: Legacy Epic for Affiliated Physicians (LEAP). Under federal and state rules, we have been able to subsidize the purchase by Oregon private practice physician offices. Unfortunately, our ability to do this will expire at the end of the 2013 calendar year.

(The State of Washington has ruled that Legacy may not subsidize Epic for private practices.) 

LEAP equips providers with seamless connectivity to their patients’ clinical information when using Legacy facilities, as well as access to other Epic systems. This is vital as Epic becomes the platform of choice in our local market ― including for OHSU and Providence.

LEAP’s total cost per installation is $28,700. Legacy’s current subsidy for Oregon practices is $11,400, with the upfront cost for private practices of $17,300. Private practices may be eligible for an additional benefit based on their "meaningful use" of LEAP. See below.

Subsidy, plus support and features

LEAP includes future Epic upgrades, ICD-10 implementation, meaningful use support, unlimited training and Legacy Information Services support.

Up-and-coming features slated for 2013–2014 are the MyHealth App for patients, Voice Recognition Compatibility with Legacy Epic (Dragon), Patient Photos Display options and Check-In (Welcome) Kiosks. By making new LEAP features available, Legacy is reinforcing our commitment not only to our clinical partners, but also to the local Epic-using community.

Meaningful use incentive

Based on the patient population, LEAP clinics could be eligible for one of two meaningful use programs: 1. Medicaid or 2. Medicare. 

To be eligible to qualify for Medicaid meaningful use reimbursement, the clinic needs to show that their patient population is greater than 30 percent Medicaid over a 90-day time period. If they qualify, the LEAP clinic is eligible for a maximum of $63,750 over a course of six years for meeting meaningful use criteria. If a clinic does not meet the Medicaid criteria, clinics can still apply for Medicare meaningful use dollars. The maximum incentive from Medicare is $39,000 over five years.
