About Me:

" I was born in Reading, PA, (home of the Reading Railroad, 5th Avenue candy bar and Luden's cough drops) where I lived across the street from a steel mill. We moved to Washington, DC when I was 8 and I lived there from elementary school through medical school. During my time in medical school and residency training I had the opportunity to learn from some of the pioneers in the field of surgery. I met my future wife during residency in Syracuse, NY. After finishing our fellowships in Connecticut, we looked for a place where we could establish a spiritual home and begin a family, which lead us to Portland. I am a Fellow of the American College of Surgeons, the American Medical Association, Portland Surgical Society, the Eastern Association for the Surgery of Trauma, the Society of Critical Care Medicine and the American College of Physician Executives. I have Board Certifications in General Surgery, Surgical Critical Care and Public Health. Our philosophy is "Excellence in surgical patient care, one patient at a time." Hobbies include: Hiking, Spending time with my family, Reading, Music, Sports, Fitness, Fitness

Patient Rating

Legacy wants every patient to have great care, every time. To help measure and improve patient satisfaction, we send surveys to randomly selected patients after their appointments. We use this feedback from the surveys to improve and enhance the care we offer. It works like this: Real patients give us feedback through Press Ganey, a patient satisfaction survey company. They verify and confirm the results. National Research Corporation, an independent company, provides the technology to show the ratings and comments on our website

I had gone into the ER with a problem, and got very good and immediate care. I was required to have emergency surgery. I was very fortunate to have gotten Dr. Cowell to do that surgery. I am very pleased with him, would use him again if needed. Previous surgeon just retired.

Yes, we were told that my hernia would be covered by insurance because it was an emergency. But no one has confirmed this so far. Could you check this out & get back to us.

Dr. Cowell has a radiant heart that shines through the core of his being! An exceptional surgeon and physician, exhibiting stellar communication skills, connecting with his patient in a genuinely remarkable manner, with an exemplary bedside manner that is a blessing to experience firsthand. My medical case is complicated, which extends beyond the parameters of surgery. Still, Dr. Cowell continues to genuinely care for me until all medical issues are resolved. Thank you for being a blessing, Dr. Cowell! I appreciate you!
